RPG MAKER 95 is a program created by Ascii. The user builds an RPG game by drawing the maps (using a tile palette) then creating event objects. No programming or coding is required.

Unfortunately, it has never been released outside of Japan. However, it has been translated by KanjiHack (completed by The Don) and can be downloaded from www.chat.ru/~rpgmaker.
